It is absolutely canon, and if one can’t see it then they need to go back and read the manga because there’s a whole secondary plot and that is 59’s development at the helpful hands of 80. It’s basically their love story and anyone can try to convince me otherwise but, given Amano is no stranger to same-sex relationships in her series (Shion x Yayoi, Psycho Pass), I 100% believe that 8059 is meant to be canon but 1) male same-sex (yaoi) relationships are not received as well as yuri relationships in anime and 2) they’re 14 initially and in a shōnen series. You also cannot tell me they aren’t married tyl but that’s another story for another day. There’s more actual chemistry between 8059 than there is between 3387 and that is the /only/ canon ship in the series. It makes no sense, right? I mean, obviously we can speculate that since 87 is 95’s bff, and 33 is her brother, that’s how they got together but I honestly feel like they were put together BECAUSE we’re supposed to assume that tyl 2795 get together, but it’s left up in the air because what about 2786? That’s still a likely ship in the future as well, even though we know it isn’t probable, it is still very clear that 86 is still very interested in 27 tyl. And then you have obvious XS, 18 is either accepted as alone or with D, so that leaves 80 and 59. They’re still apparently single and yes, you can argue that 59 is married to his job, 80 is “ace” (/snorts) but just think for a second. With all the other relationship implications, more specifically 3387’s that really doesn’t make much sense in terms of plot, I’m safely assuming they’re all put in place to implicate 8059’s relationship, who as shown in highschool are the group’s most eligible bachelors yet remain single tyl.
